Mostly they are probably going to Mexico for the lax pollution standards. What the U.S. and Canada need to do is to pass legislation barring purchase of any product produced where minimum standards of the purchasing country are not met.

Problem seems to be that the U.S. and Canada really don't much care how much somebody pollutes as long as its nimby. Of course, for the southwest U.S., Mexico does foul the U.S. backyard. It's time the U.S. took a stand.
