Back in NJ and several other North East states, they've had them for years. But if people are unfamiliar with them, the noobies can certainly gum up the works. We've still got our share of interminable traffic lights as well (I can think of one where the wait for the left turn arrow is nearly 6 minutes!!).

That's the way they tell you they work here in Phoenix, but I've found that to be rarely the case. With 8300+ (last count I heard 2 years ago) traffic light in the city, I guess it would be a pretty rough time getting and keeping them all syncronised. I just wish they actually were along the routes they have posted that say they are. :(
