Back in NJ and several other North East states, they've had them for years. But if people are unfamiliar with them, the noobies can certainly gum up the works. We've still got our share of interminable traffic lights as well (I can think of one where the wait for the left turn arrow is nearly 6 minutes!!).

Not here in Toronto. I drive to the commuter train every morning and I can attest to the fact that driving in Toronto simply means driving from one red light to the next. There is an area on my trip where there are 4 sets of lights in about a 200 metre stretch. I always hit at least 2 of them.
