As others have said, there are well-known and relatively simple techniques for creating a LAN application.

A web application is a horse of a different color, and may not be necessary. You might find it more productive/useful/cost-effective to use terminal services to give your remote users access to the LAN application.

In any case, you're talking about several completely different architectures.
