What is your VFP version? Do you have VFP8 installed as well as 9? Try to put config.fpw in your VFP9 directory and specify different name for foxuser.
I have VFP8 here and sys(2005) returns
C:\DOCUMENTS AND SETTINGS\NADYAN\APPLICATION DATA\MICROSOFT\VISUAL FOXPRO 8\FOXUSER.DBF
If it's not broken, fix it until it is.
