I think the reason why these "green wave" lights (as they were called back home, or "telezöld" - full green - in Hungary) were abandoned was the amount of morons who'd speed up through the orange (or dark orange) to catch up with the wave at the next light, which is quite dangerous. So because of 0.1% of morons, everyone else suffers.
Though I've seen them, in a few cases, synchronize maybe five lights in a row, then leave the next one off cycle, so you actually get through quite fast but get the illusion that you were simply lucky, and don't try to catch a rule you may use next time. Headology.
