I think that's a great idea for vets to get Veteran's Day off. It seems like a small enough perk, considering.
And that's not counting the vets who get all the days off.

When I was working for a bank, I got both Presidents Day and MLK Birthday off, but we were able to trade those two for other days (those were the only two holidays that could be switched). The subsidiary I was working for traded those two for Good Friday and the day after Thanksgiving.
