It's not a matter of the market being too small. That never stopped them before.
I believe that VFP as a application development platform;
- does not tie people to flagship products Windows or Office
- does not generate the licensing revenue that SQL Server does
Fox and VFP has always been a red-headed step child, at least that was my perception when I worked there. And it's not BASIC which Bill loves (understands).
Personally I'm thinking about getting certified in Java/Oracle or learning application development on Linux (or even perhaps the Mac).
