I think he's got it aimed in the right direction. The uninsured are a problem, but they are a visible problem, a known. A large unknown is those who have their insurance paid (doesn't matter who pays - they'd get at least some of that money themselves if it wasn't) and yet aren't covered. The simple trick of employer switching to a different insurer, or employee switching jobs, forces you to dive into that labyrinth all over again, and discover that you've lost coverage for the disease you caught last year.
