Generally agree with you. I think the only possible merit is against whoever continued to serve him once he was visibly intoxicated (assuming that he became "visibly" intoxicated). I'm sure there are laws on that subject.
But no matter how sad the whole thing is (and it is--he was very young), driving drunk and irresponsibly is your own d*mn fault.
