However, if you have a copy of 1001 Things You Wanted to Know About Visual FoxPro, we had a time spinner in Chapter for as well as a "Calendar Combo" which you could perhaps adapt to suit your need.

Of course, you could always order just that one issue of FPA. It would only cost a few dollars and would probabaly save you ( or your employers ) a lot more than the time you would be spending to create these controls from scratch. I think that the ones in the article would work nicely for you.
