You are right, it is not a pathing problem. ODBC drivers are ty[pically installed in Windows\System directory. Location, type, name, etc., info is also inserted in the registry for the ODBC Administrator to use.
Could just be a bad install. But you probably already tried reinstall at least once already.
You also have to have the Oracle client products installed - SQL*Net - along with a TNSNAMES.ORA file in the \ORAWIN95\Network\Admin directory.
