Let's exclude Web commercial apps, What is needed is old fashioned
day-to-day business automation.
Single location, up to 100 users, crunching day-to-day business , high speed data entries, lot of data munging/manipulation, automations, high degree of cross system integration, cross database consolidated reporting etc.

what would you use / be willing to pay ?

First, on the "let's exclude Web apps"...I know of people who swear for years that their app will only be needed for a LAN or client-server environment. And then some significant change occurs (could be new client base, could be a business merger, or other requirements), and they start scrambling or sweating because they need to put their app on the web. So please know that the "let's exclude Web apps" is something I take with a grain of salt.

But regardless, even if those are the specs for "today", my answer remains. .NET and SQL Server.
