In cases like this (i.e. a weird text format) I usually look for the beginning and end of a known piece of text. In your case, it'd be the shortest memo which contains line breaks. Since Excel can consume it, I figure the line breaks within the memo are probably different from the line breaks at the end of records (say, just LFs vs CRLFs), and whatever the separators (apostrophes, maybe, or tabs?) are used to surround the memo are not to be found inside the memos or are escaped somehow. Once you know what you're up against, you can slice your records.
