I don't know of any way to change the Quick Report option. It is what it is. What I can do is create a template that is merged with actual reports at runtime .. but only if you are using VFP 9. Prior to VFP 9 I would just create a sample layout of how I want all my reports to look. Then I'd change the attribute of the .FR* files to read-only so I don't accidently overwrite them. Any time I created a new report, I opened that template, did "Save As" to a new file, and then began the report. I don't ever use the QuickReport option.
