It would certainly depend on your needs. I don't know much about SQL Server Express. So I shall concentrate on Oracle:

1. It runs on both Linux (just about any flavor) and Windows.
2. It's programming language (PL/SQL) is more powerful than T/SQL.
3. It is less resource intensive than SQL Server.
4. It has a web-based front end for management and this can be used for application development.

These are just a few things I can think of off-hand. Good luck in your selection process.
