I agree. The reason for any punishment is to attempt to correct, mold, shape or whatever you want to call it - change behavior. I think punishment should be increased with every offense, for everyone. First offense, you pretty much get a free bite at the apple, except on serious crimes. After that it should scale up. This is just sensationalism.
