Not in this universe. The 1999 bombing just bought Miloshevich another year - he would have been gone that summer, but he got this gift from the sky. The opposition parties tacitly agreed to not attack the government too much as long as this lasted, unless it was about the misconduct of defense, but then the defense worked better than expected.
