I'm working this Saturday because I was fighting that very same error yesterday. All the usual suggestions didn't work. That doesn't mean you should try the obvious, but here's how I fixed my case.

I have subdirectory under my application called BUTTONS\ where I keep BMPs and ICOs for variable buttons. When I excluded that directory, the setup ran fine. So, I just zipped up the directory and made an exe out of it---it's an imperfect solution, but until I find out exactly which file caused it...It'll get me through Monday.

Usual things to do
1. Check for long file names and long directory names
2. delete EVERY dkcontrl.dbf/fpt and wzsetup.ini you can find
3. delete vfp/distrib directory
4. uninstall vfp
5. reinstall vfp
6. reinstall sp3

7. Try setup again with just a part of your distribution files until you find the culprit.

BTW, I haven't found any documentation yet to say what might be going one. If this turns out to be your problem, too, would you please post that? I'm interested.
