Well, with only 45 seconds left, 6 points down and the Spurs not missing almost a chance from the free throw line, by only fouling it would've been just extending the agony, you are most likely to loose anyways. So, instead of waiting for the opponent to fail in so little time, you gotta take a chance and try to steal the ball, and I think that's what the cavs tried.

Notice that I said tactically, meaning the way the decided they were going to play those final minutes, the execution of that plan is a different thing and you will find that your opponent may play better or mistakes like after Lebron's last three with over 4 secs left, whoever was to take Ginobili forgot about him for a second so he was free to receive the ball and make it to the middle of the court before being fouled leaving the game with 2 secs left, but of course it was Ginobili.

IOW, sometimes things don't result as planned, but as least you did everything technically possible.
