I needed a similar thing and had alot of trouble finding something that would work with Foxw 2.6. I ended writing a program in VC++ 5.0 that would establish a connection and FTP a file. It receives as parameters on the command line, the site, filename, password, username, and direction(send or receive). If this is what you are looking for email me and I'll send you a copy. If all you need is the dial-up part I could probably cut out the rest of the stuff.
