Well .. I played around and couldn't get a blank page to show up at all no matter what tried. I did see the problem where if you don't check Associated Headers/Footers you don't get a new page for each detail band.

But .. here's a suggestion to try
- For the title band, check the option for new page after title band
- For the detail band, get rid of the associated headers and footers and UNCHECK the new page option.
- Add a data group with an expression of RECNO() and mark the data group to start on new page.

In theory, this should work.
