The way these things work is you call them up and navigate their phone system as if you're going to pay for a paid incident. The first chance you get to talk to a real person you explain you need the specific hotfix (it's best if you can provide a KB article number). Most of the time, at that point they'll connect you to a support person without having to provide credit card info etc.

If you do have to give credit card info, make sure to ask the support person you finally talk to and get him/her to reverse the charge, which they're authorized to do.
