What kind of idiotic parents sign a consent form for a 16 old girl
to get married?????? Because the kid refused to speak to them,
they sign a consent form??

This is really bizzare. I have 2 teenage girls, and I get the 'tudes
from them all the time because the don't like my decisions. I didn't
become a parent to win a popularity contest.

I can assure you, as soon at that kid suddenly needed something, she
would have opened her mouth to speak.

Child protective services should be investigating these parents. IMO,
they are no qualified to be parents if they make stupid decisions
like that effect the welfare of their children.
