there is Sql Compare by RedGate that I know it scripts the data differences between 2 tables so I guess the trick is to compare one populated table to one empty table. Then you will get all the insert statements created.

I came across RedGate when I took over a project with a messy database..there were more than 400 differences between the sql objects from prod vs objects from dev. RedGate helped tremendously by generating all the insert and alter statements.
