Does you VPN show up in your Control Panel->Network connection? If it does, you will notice that when it is up, when you right mouse on it the world "disable" is there, but when it is down the word "enable" is there (but not disable), so with shell.application loop through your network connections until you find your VPN and check what "verb" is there, if it is "disable" then your up and running, if not, you aredown.
