I can imagine it being done, but can't see myself staying on the report itself for more than five minutes without looking at the suspect code. It is possible, and has actually happened, that a bug report which takes ten minutes to read, takes five minutes to find, fix and test. Not the fault of the code, though, it's more that the report was confused and not really helpful, but contained sufficient hints.
Related to the doctor from up the thread, IMO he was suspect of trying to get more money from a cured patient. Are you saying he was trying to just do more debugging, i.e. was trying to re-test the solution just in case?
