Agreed, but it is not "inability". It is more that they do not want to. We coulkd do major investment in Mexico to give them jobs and raise their standard of living. Given a chance, most Mexicans that now come here would prefer t stay at home, in their language and with their families. It would cost a lot for US businesses to build more plants in Mexico, but it is a lot cheaper than the free care we give them today (all US taxpayer-funded).

Read my other message in this thread to see why neither the US nor Mexican governments are interested in this - the only viable - solution.
