Come on Tracy, he is not implying that. He is implying that the US don't give that money. They exchange it for things that they desire. It's not a gift, it's business and politics.

A better argument would be that what the US get in exchange, eg air space, access corridor, etc, are to the advantage of all allied nations since the US is the primary military force in the west and what's good for the goose might be good for the gander...
