IOW, more than half of it is military aid (probably the Turkish Army is the neediest stratum of the population) and about half of that part of the aid is spent back in the US on just weapons. Also note that the money isn't actually arriving because of Turkey's specific needs, but as "Washington’s ally in the war on terrorism", i.e. they're helped to help in this war. And partially to stay away from Iraqi Kurdistan.

I assume some of this will actually help the people in Turkey, after helping the sales of weapons.
