First you'd have to find and catalogue them. We don't even know how many. The number of 12 million is taken out of a hat as I doubt anybody knows the real number. You start through their places of employment, school system, health services. Then you start mailing them notices to appear in court for a hearing. Will take a long time to process. You fund and man the process properly. No show, we look for you. You show up, you get leniency and get into the path to residency program. As I said before, not go to the front of the line but you do get some kind of paper that temporarily absolves you and your employer and you can continue working. You set up a payment plan for penalties and back taxes. You pay in installments through mail, the banking system, withholding from your employer, or whatever means is
