It is more than "shady", though it does seem the norm.
I'm betting that all of the "aid" to Israel is not in the form of bags of wheat or water systems or other 'infrastructure' aspects to help make the place more liveable. Same for Egypt and Columbia and many many more.

Not that Canada isn't also guilty of 'shady' "foreign aid". While ours is less militaristic, it is nevertheless tied to purchase in/from Canada (or possibly, Canadian subsidiaries elsewhere (not sure)).
So, for example, wheat HAS TO be bought from Canada. Even though the base price is higher and the shipping costs much much higher than locally available stuff! Same for building materials or **any** other stuff that may be included in the "aid".
And I do believe that we do provide some military stuff in the form of "aid", but that would be limited to those few things we produce here (some transport-type vehicles, for example, recently supplied to the UN Darfur contingent).

It would be very interesting to see each countries' "foreign aid" broken down by category (say, 'humanitarian', 'military', 'governmental', 'infrastructure', etc) and the actual place of spending the $$$ for that "aid".
