I think it is necessary if you want to reduce the number of setup disks that the Installation Wizards generates. It's useful. By the way I also am looking for BUILDAPP in Visual FoxPro 5 directories but I do not fin it. You use VFP5 or VFP3 (i use it in VFP3) please let me know how i can find it.
