There is a solution, the majority of the money is spent to by advertising on TV and Radio which use bandwidth which is controlled by the FCC. Politicians pay more than the going rate for advertising because they do not have multi year contracts (might this round) and advertisers boots the price based on demand around election/primary time.

So, as a requirement of getting bandwidth allocation, the stations should have to supply a reasonable amount of air time to the candidates and the total $$ spent should be limited to an amount that can be reached by individuals contributing to weaken the power of lobbyists.

Between the Electoral College, Vote aggregation (block voting by state), Huge campaign funding requirements, large corporate contributions, and voter fraud, and incompetent management of the elections our democracy has become a joke.
