We will see what happens, have to watch out for the laws of unintended consequences. Do you really want to shut down entire business's for a couple infractions, and what about multi-state companies (Wal-Mart)?
I thing fines equivalent to a percentage of their profit would be a better solution. Ex: 1st offense 10% Avg Yr Profit, 2nd @ 20%....
