Ruby on Rails isn't part of the project. However, Subsonic is losely based on the Ruby On Rails design/model - for example, it has a "Scaffolding" generator, just like "rails" has.

Nope. They [the authors] openly admit that their documentation sucks. You will just have to persevere and ask questions. However, I think it is very intuitive so, you should pick it up quickly.
