Yes .. I'm very sure this works with older versions of Fox. My guess is that you have at least one object that doesn't have the "Remove Line When Blank" option checked and that is what is preventing the whitespace from being removed.

You said you have two sets of objects with one set on top of the other. If that's the case, try this. Click individually on each object on the top layer and move it down farther into the detail band (go ahead and expand the band if necessary for now). Then do the same again for each individual object left on the row. What I'm looking for is that there might be an object that is directly underneath another object and that is why you aren't seeing it so you can't check the Remove When Blank value. Selecting them one at a time instead of lassoing them makes sure you get just the object on top.
