Unfortunately, it usually belongs to an individual who is in love with power. Robert Heinlein said it best when he said that what was wrong with the current elective system is that the only people we get to vote for are people who lust for power. People not in love with power generally don't run for political office. Nor do they scratch and claw for corporate office. Once again, there are always exceptions.
