Will they get the source code for your app?
If not then perhaps it's not that important which tool you use for development. If you're familiar with VFP and don't know a thing about .Net then the learning curve will definitely slow you down.
But for data storage perhaps you should think about using client-server technology instead of DBF. If you decide to use VFP and change the development tool later then you'll already have the client-server part already made.
Be sure to evaluate all your needs before choosing the right development tool.
