Nah! It means like a women who is pretending to be virtuous while she's knickerless (panty-less), and in reality - easy. In your case, protesting that you can't go till enough people encourage you to or beg you, while all the time you had every intention of going :-)
It's an old "scouse" expression - we love hyperbole.
