I'm not a conference organizer, so I can't speak for them, but I think it's more a matter of selling the hotel rooms. When you organize a conference, you guarantee x number of hotel rooms will be filled. If you don't get enough attendees, you still pay for the rooms. Whil Hentzen can tell you about one year he didn't get enough people at GLGDW and wrote a large check to the hotel to pay for the block of rooms.

So, they can always pull another chair into the conference room for you, but you might have to pay a higher rate to stay at the conference hotel or even a different one.
