If you're still looking for a pretty amazing free graphics program, check out Gimp2 at
www.gimp.org. It does everything (including layers). It takes getting used to (I haven't begun to plumb it's depths) because it can be pretty complex, but it's also quite astonishing. I can't remember when I last saw something this good for free.
Oh, and don't forget to check out the plug-in registry.
