Not much incentive for them, other than a possible path to citizenship (if that is what they want) because they already work on just about every military installation for NAF for at least double (at least) minimum wage now. They also work for the contractors. I know that for a fact. There may be many around the U.S. working for less than minium wage, but it is not for the government nor for government contractors. They work for those two using fake ids and documentation and get paid well.
