What is an Indicator Device ?

I am not sure if this is related to one specific port. Originally there is a com1 port, which is being used by a Touch Screen. This comes up in Use

I then installed an additional PCI Serial Card.. It is installed as Com6
When I Copy Con: Com6, this also comes up as being in use (error message is Com1 is not a recognized device in copy con: and in a utility which checks serial ports it says Port already opened'
