From VFP8 help: "The operating system is unable to perform a file or hardware operation."

Could be:

- bad RAM, but if that's the case the whole machine would likely be flaky, hanging and/or BSODs etc.
- bad or failing hard drive(s), or problem with its filesystem (try CHKDSK)
- low-level interference from an antivirus or antimalware app
- if the app deals with data on remote computers, possibly a network hardware (NIC, cabling, switch/hub) or network redirector (client) problem causing disconnects or retries

You can check the affected computer's Event Logs (particularly System and Application), looking for any errors or warnings that appear hardware or network-related.
