If you have a navigation toolbar and the user can click a next or previous button, refreshing each page can slow the operation. Generally, I prefer to refresh the page when the user clicks on it. I also have one app where a form contains a web browser control. Refreshing that can be time consuming and may require user intervention (it may need to query the user about what data to display), so a refresh on that page is definitely not desired until the user clicks on it.
