HTTPS/SSL is implemented on your web server, not within your app. You can try Googling your web server's name plus HTTPS or SSL.

If you're working with an established web server on your network, your network admin should handle this. If you're using IIS on your local machine for testing you'll probably need to set it up yourself.

I think Visual Studio has its own web server for dev purposes, I don't know if that one supports SSL or not. Google could probably help you there.
