I asked a question related to this on the Inno Setup forum and that program's author, Jordan Russell, stated that it's best to create a subdirectory of C:\ProgramData (which can be accessed using the {commonappdata} constant in Inno) and set permissions so all users have access to that folder (using a [Dirs] directive).
