I got curious and played with this...I was able to reproduce your problem occasionally with very long tooltiptext. It actually worked fine with the tooltip object at the far left in the form, it was only when I moved it to the right "a few paces" that the tooltip's left edge was off the visible screen, and this was using 640x480, which I figured had the best chance of getting the problem to appear...

As a user, I don't think I'd want to see tooltips this long without wordwrap anyway. Better off using Vlad's technology (I think it has wordwrap?), and even then only with right-click. Mousemove can be quite irritating to users, having tooltips constantly obscuring the screen objects. We tried this idea out once, too...
