I think I have it figured out, I changed
#define SCC_DBC_SUPPORT 0
to
#define SCC_DBC_SUPPORT 2
and then called it like this:
DO scctext WITH "C:\< fullpath >\pm.dbc", "d", "c:\temp\pmnew.txt", .t.
